The CC&R's and rules were adopted to preserve the character and upkeep of the community. If your neighbor has one flowerpot more than what the rules allow for, it probably won't cause the community to be blighted. However, it's the same set of rules that keeps your neighbor from painting the house jet black or having a dog that barks all night. We have relaxed restrictions when a literal interpretation was found to be out of line with the needs of homeowners. However, we must be sensitive to the expectations of homeowners who expect certain rules to be enforced. While all of us on the board may agree that your statue of Zeus looks nice on your lawn, we won't allow it since others may not agree.
